DOB AND OSHA SCAFFOLDING RULES

The 16 Hour Suspended Scaffold Safety Training User Course teaches workers how to safely perform duties on suspended scaffolds. The Suspended Scaffold Class is designed for entry level workers who have never worked on suspended scaffolds before. Managers, supervisors, and licensed safety managers and coordinators could also benefit from this course.

 

During the suspended scaffold user class students will be introduced to OSHA and DOB policies, procedures, and suspended scaffold standards with a detailed overview on prevention and recognition of hazardous conditions. Students will learn how to visually inspect suspended scaffold equipment, suspended scaffold components and methods of assembling/disassembling them. This course also includes a hands-on component where they will participate in presenting, building and using various scaffolding and rigging applications.

 

Before receiving a scaffold training certificate, students will be assessed on their ability to properly apply rope knots, build a block and tackle system, and operate a hoist motor.

 

16 HOUR SUSPENDED SCAFFOLD - TRAINING REQUIREMENTS

As per 3314.4.5.4 of the NYC Construction Code, this course is required by the NYC Department of Buildings to use or work on suspended scaffolds in New York City.

 

Workers: 

  1. Must complete a 16-Hour Scaffold training NYC DOB approved training course and receive a Certificate of Completion
  2. Must have a Certificate of Fitness, issued by a Licensed Rigger or Licensed Sign Hanger overseeing the scaffold operations

Assembly Person:

  1. Rigger: Must be licensed by the NYC Department of Buildings 
  2. Foreman: Must complete a 32-Hour Rigging Supervisor Training Course by a NYC DOB approved training provider and receive a DOB-Issued ID card.

CEUs REQUIREMENTS

  1. 100% attendance for the 16 Hour Suspended Scaffold Course 
  2. Completion of Continuing Education and Training Registration Form
  3. Active participation in all class exercises (determined by course instructor)
  4. Completion of required pre-and post-quiz assessment
  5. As applicable, achievement of minimum passing score on required end-of-course examination
  6. Participation and submittal of end-of-course evaluation form (must provide name on form to receive credit)

  2. Understand common causes and prevention of scaffold accidents
  3. Describe applicable OSHA 1926 Regulations and NYC Department of Buildings codes
  4. Understand General principles of fall protection including minimizing falls, guarding against falling objects, and fall clearance 
  5. Apply proper PPE and Fall arrest system practices
  6. Apply proper scaffold user safe work practices 
  7. Understand Hoist, platform and rigging equipment practices 
  8. Understand maximum intended loads and capacities reducing factors
  9. Understand basic rope, fall, knot and hitch configurations and connections
  10. Apply proper suspended scaffold inspections
